Description of the change: Change the data type of the Video Frame Rate attribute of the News Content Characteristics group from XML Schema Positive Integer to XML Schema Decimal.
Rationale for the change:
Video frame rates are expressed as decimal values, e.g. 29.97 for NTSC.
