Description of the change: (free-text)
Adding an attribute named title to the targetResourceAttributes group.
Rationale for the change:
The targetResourceAttributes are used for elements like link, remoteContent, itemRef etc. which are very similar to the link element of HTML5 or Atom. Therefore it would make sense to have also a title attribute which is provided by HTLM5 and Atom.
